We could do this with different apks that start adbd, but that would start dividing the pool before we're ready.

I *think* it'll be relatively quick (~1hr?) to add mozharness support for starting adb-over-ip through a telnet connection to SUT; that's my first step.
Went back to sut for tegras due to unforeseen issues for tegras over adb.
