69899 - Once mail window is in fg, no browser window can come in front

Description

- build from 2/22/01, about 4pmish
- launch navigator
- launch mail window
- bring mail window to fg
- click in navigator window

expected:
- nav window should come to fg

actual:
- nav window comes to fg, then mail window immediately pops back to fg

actually, you ahve to do this:
- bring mail to fg
- bring nav to fg
- bring mail to fg

_then_ mail will demand to be in the fg.

Adding nscatfood nomination.  This just makes the app feel broken.  Must get 
fixed.

I'm not seeing this with my current build. A lot of Mac-specific problems with 
window activation have been fixed recently. Calling it WFM.

Yeah, and FYI this was a duplicate of a bug that is now mac-only. It is about
the browser windows not being able to come to front when clicking on links.
