699194 - Changing recovery key causes clients to use singleDeviceInterval until other clients successfully sync

Both clients on the end of a change recovery key are getting set to 1 day sync interval based on singleDeviceInterval.  

STR's

1) on client A, go to Prefs > Sync > Manage Account > My Recovery Key
2) Click on Generate a new Key link above the actual key, then click the Change Recovery Key button
3) On client B,  Sync Now
4) Click Preferences button in warning bar.
5) Click "Update" in prefs window, then enter the key from client A. Click Update recovery Key

tested results:
both client A and B get set to "Adjusting syncInterval to singleDeviceInterval."
the two clients don't know about each other until they either hit the next sync or a manual Sync Now is done.

expected results:
I'm not sure what should happen.  Perhaps the user is trying to lockout device B. In which case, singleDevice does seem correct. What other useful purpose is there for changing the key?

Difficult. Let's make this depend on better client management.

This bug only likely affects Sync 1.1, and it was shut down in the fall of 2015 (https://blog.mozilla.org/services/2015/07/31/shutting-down-the-legacy-sync-service/).
