Details

Happens on desktop and mobile.

1) With no sync account set up, go to any place to Pair a Device. such as about:home
2) enter 4 chars, cursor advances to next field as expected.
3) mouse back into the filled field between letters.  type more

tested results:
more than 4 chars are allowed to be entered

expected results:
only 4 chars allowed at max.


expected behavior is same as when you access Pair A Device dialog when account is set up
