699873 - Change "Project Info" in the footer to readthedocs

The "Project Info" link in the footer currently points to Google code, but that location is now obsolete. We should link to "socorro.readthedocs.org" instead.

To get started with Socorro: http://socorro.readthedocs.org/en/latest/newdeveloperguide.html and http://socorro.readthedocs.org/

For this specific bug, edit file .../webapp-php/application/views/layout.php and change the link called "Project Info" to "http://socorro.readthedocs.org/".

QA verified on stage, the Project Info link points to http://socorro.readthedocs.org/en/latest/index.html
