"config.status --recheck" should run configure with parameters from
eatlyer run. It does, but it doesn't run nspr configure. 

Problem seems to be that --no-recursion option is tested before
running nspr configure. I have a patch that fixed this, but i dont
know does it broke something else, all seems fine thought.

Since --recheck does not accept any new configure args and has no effect on
sub-modules, there's no point in recursively running --recheck.  Each submodule
should have their own set of dependencies to trigger their own --recheck.
