70015 - OS/2 NSPR broken

attaching diffs to fix OS/2 NSPR

configure.in was missing MDUCPUCFG for OS/2.

some libc Makefiles had REALLY screwed up ifdefs and needed OS/2 changes

objs.mk was checked in with CR/LF  - it should be UNIXy

endifs in the two makefiles might be wrong.

Build that change on unix and windows first.

Something was really horked with the endif matching.

Sorry about the screwup. Patch was checked in. Tree has gone green.  Marking fixed.
