attaching diffs to fix OS/2 NSPR configure.in was missing MDUCPUCFG for OS/2. some libc Makefiles had REALLY screwed up ifdefs and needed OS/2 changes objs.mk was checked in with CR/LF - it should be UNIXy

endifs in the two makefiles might be wrong. Build that change on unix and windows first. Something was really horked with the endif matching.
