When the above entry is removed psm displays fine. Reproducible: Always Steps to Reproduce: Install mozilla as root. As a different user put the following entry in their prefs.js: user_pref("capability.policy.popupsites.windowinternal.open","noAccess"); start the browser and then start psm. The main fields will be blank. Standard error will also report a "security violation" access a port on the localhost. Something like: http://4:email@example.com:49902/get?baseRef=secadvisor&target=5 Actual Results: psm main window blank Expected Results: Usual psm window

This is a known issue. When PSM is installed as root, in can only be run as root. This might be bug 64671, at least it's referred to there. Adding the capability.policy pref has nothing whatsoever to do with PSM not coming up. As a matter of fact, that line in prefs by itself will do nothing at all; you need another line describing what sites "popupsites" refers to.
