Up to this date mozilla-central debug build (42e8b5f1357c).

STR:
- setup a non existing proxy (setup IP:port to make SYN packets be lost to cause timeout error)
- open two pages (i.e. you have open two tabs), I use both secure pages (https://)
- make the first (left) active
- setup to open last windows
- restart
- close the right (inactive) tab with a middle-button click
- try to open a new tab with the [+] button
- nothing or something strange happens while I would expect a new tab opens
- tabs open (in other words: the chrome gets to shape as expected) right after the pages ends up with error pages "The connection has timed out"

Nothing in the error console.

It probably doesn't matter which tab is left active before restart.
Summary: Cannot open a new tab → Cannot open a new tab if using non existing proxy
