we need to add flags for release 11, and disable release 7.

Allow me to extend this with SeaMonkey release flags.

SeaMonkey 2.8 and disabling SeaMonkey 2.4

(Same with Version//Branch flags for SeaMonkey products)

with callek's input i've added the seamonkey steps to the wiki so seamonkey will be bumped when we do the other products.


i have created the custom fields, milestones and versions in preparation for the switch.

here's what will need to happen just after the version switch:

* hide old custom field flags for previous versions
* move the --- milestone marker
* update cf_blocking_fennec
