Details

When Fennec native starts if I click the menu button I see the following items (from left to right, top to bottom):

Reload, Preferences, Share, Quit, Save as PDF, Add-ons

If I then dismiss the menu and click menu again I see the following items (same order):

Reload, Forward, Bookmark, Preferences, Share, More

I assume that the menu items are changing after Gecko loads (but that really is just an assumption).

Steps to reproduce:
1. Kill nightly if it is already running. Menu->Settings->Applications->Manage Applications->Nightly->Force Stop
2. Launch Nightly and immediately click on the menu button. The menu items are as shown in the first list above.
3. Dismiss the menu. Wait a few seconds if necessary.
4. Click the menu button. The menu items are as shown in the second list above.

Expected results:
The menu items will be consistent regardless of when I click on the menu.

Actual results:
The menu items change due to what I assume is the loading of Gecko.
Perhaps the menu just should be inaccessible before Gecko loads. There's really no point to accessing it before Gecko loads now is there?
Will be fixed by bug 696832, which merely disables menu items instead of hiding them.
