Now that we have reports_clean, all matview updating should be re-written to pull data from there instead of from reports.

This will be tracked through a series of bugs where we move one matview at a time.  Please use the depdendant bugs NOT this one.

This is waiting on dropping the pre-rapid-release versions.  Bumping to 2.7; will be completed in April.

I'm going to mark this done.  All *new* matviews are running on reports_clean now, and the ones which done are legacy and slated for removal.
