It is a new dir, yeah. We're only going to be using this for ~1 month, but if you'd prefer to use a separate subdomain, that's fine with me!

Turns out that we're going to be using this for another thing, too, so it won't have a short lifetime anymore. (Also ,updating summary to reflect what I think the reality is.)
This is now blocking bug 704578, which is blocking some work on Silent Updates, so I'm upgrading the severity. I don't want anyone to get paged by this over holidays/weekends, but if there's someone around that could look at this today, I'd _really_ appreciate it.

OK, I created this and verified that it works from within the build network. The directory root is /var/www/html/runtime-binaries.
