currently the only way to have apptabs in custom builds is via extensions -> not so great. So we need to update distribution.js to support apptabs.

this needs i guess developer ressources, since i guess its outside of releng (some kind of fundamental new feature).

Is there a partner that does this via their extension?

Bing does this with their extension. For some partners who want multiple new tabs, it's an option. Nice to have, but it hasn't been needed in a while.

Supposedly MSN had pinned tabs, but MSN is gone and I'm not convinced that code did it anyway.
We can reopen if we get a requirement from a partner.
