Filters that work on the "To" or "CC" fields do not scan across all of the
e-mail addresses in that field. For instance, if I have a filter that says "if
To: contains Bob, then move to trash", it only works if Bob is the first name in
the To: section. So "To: Bob, Steve" would get filtered correctly.  If the To:
field reads "Stephen, Bob", then the filter does not work.
