Visit http://www.mozilla.org/es-ES/thunderbird/7.0/start

No dictionary link
Expected results:
To add a link to the dictionaries from the Thunderbird Start page.
In the Start page from the last Thunderbird versions, we have lost the link to the dictionary download, this link existed before, and it is now a very frequent request in forum, asking for its current location.
For the spanish from Spain, it will be enough to add it in
http://www.mozilla.org/es-ES/thunderbird/7.0/start
below "Configuración automática de las cuentas" add

So only version 3.0 had a link to dictionaries and nothing since then.
However, I don't understand why you feel this is necessary - all the dictionary select menus now have options to download more dictionaries. These options also open up amo within Thunderbird, and then the user can install direct, rather than having to save the dictionary and then install into Thunderbird (which is what would happen via the start page).
If there's something missing, then it should probably be addressed for everyone. I'm just not convinced the start page is the right place to do that.
