this is so we can have pgo builds on try and pgo tests on try easier than mozconfig hackery

I don't have a local setup of dumpmasters that is working, so this is flying blind.  I started up the masters and verified that they do list the appropriate pgo builders for try and tests.

this is the meat n' potatoes of the patch.  Basically, i keep the bits were the pgo builders are created but i undo the bits where the pgo builders have special schedulers.  mozilla-tests comes for free :)

The patches in this bug add a new type of PGO strategy, which differs from per-checkin and periodic in that it performs both pgo and non-pgo builds on every checkin, as needed for having pgo on try.  I think the only thing to do here is un-bitrot these patches and get them landed.

I see that we have builders for pgo on try server, but there is no way to use them from pushing to try.  Are there missing pieces?
