Steps to reproduce:

in the main chrome manifest add this

manifest ../myapp.manifest

create that file and add some content

content myapp myapp/

put any file in that directory
and try to navigate to it with

chrome://myapp/content/yourfile


Actual results:

nothing in windows


Expected results:

the same as linux
