steps to reproduce:
1. Load https://addons-dev.allizom.org/en-US/apps/app/test-webapp-17/
2. Click on the purchase button.
3. Click on "Pay with PayPal"
4. Notice the login PayPal lightbox.


expected behavior:
In the login lightbox, there is a link to "checkout as guest".

actual behavior:
This link is missing while purchasing an app/add-on. It is present when making add-on contributions

I don't get in when making a contribution anymore. There's nothing in paypal side where you can alter this in the sandbox. Stumped.

Maybe it's a special case when you're chaining payments or something?  /me has no idea.  Maybe a question for paypal

From PayPal. "In order to accept credit card guest payments, the primary receiver needs to be premier or business account level.  The account below is a personal account." [e-mail]

This can't be tested from PayPal API's either. Wont fixing until we've got a plan on what to do about it.
