As long as I've been involved in Mozilla bug triage -- since 2004 or so now -- the way that bugs get confirmed is this:

1) Person A files a bug
2) Worker B on a triage team who has EDITBUGS and/or CANCONFIRM attempts to reproduce the bug
3) Worker B succeeds at reproducing the bug
4) Worker B confirms the bug

Somehow, a (IMO totally worthless) feature of Bugzilla got turned on in BMO whereby users can force-confirm a bug merely by voting for it. I don't see how that's remotely helpful when the bug may or may not be a legitimate bug. Just because more than one person thinks something doesn't make that thought correct, and it's not how voting has ever worked in BMO for the past seven years as far as I can tell.

The auto-confirm after X votes feature should be disabled. If it can be disabled on a per-component basis, it *definitely* needs to be disabled in TE, which is where I ran into this.

it's a per-product setting, with a wide range of values currently.

tech-evangelism had this set to 3.
i've disabled auto-confirming bugs by vote for this product.
