702722 - Not being prompted about showing popups

Description

Steps:

1. I went to popuptest.com and tapped on the first popup test
2. I chose to show the popups (i.e. once, not always or never)
3. The popups showed, as expected. It was magical.
4. I closed them all.
5. Went to popuptest.com again
6. Tried the same thing (step 2, above)
7. No popups.

Why are they being blocked automatically now?

Nightly from today (nov 15), Android 2.3.x on an N1.

Always Show only shows the top level of the pop up in the same 
Show will show one time and bring up the doorhanger.
Never Show will not show any pop ups.

Popup blocking might use the "say no 5 times and we don't ask again". Can we verify that this is not happening here?

Madhava - did you close more than 5 popups?

Now that I can clear site settings, this isn't happening for me any more.
