steps to reproduce:
1. Load https://apps-preview-dev.allizom.org/en-US/apps/app/birdwalker/?src=cb-dl-downloads


expected behavior:
Install button says "Purchase for $0.01"

actual behavior:
Install button says "Install app" and is greyed out.
Target Milestone: --- → 6.3.2
Not sure if this is a dupe of bug 699828 or bug 695427 but it's probably dependent.
