We never want to show doorhanger notifications for background tabs in the popup, so the code doesn't need to support it!

1) Perform a google search for "google maps"
2) Click and hold the link to maps.google.com to open it in a background tab
3) Verify that no popup appears in your current google search results page
4) Switch to google maps tab and verify that a geolocation popup appears
Verified fixed on build: Mozilla /5.0 (Android;Linux armv7l;rv:11.0a1) Gecko/20111127 Firefox/11.0a1 Fennec/11.0a1
