When profiling activation of a browser window (bringing it to the fg), a large 
chunk of the time is spent resolving style and calling GetPrimaryFrameFor(). 
Hyatt has been saying that this should be a hash table so lookups are really fast 
for a while now, finally filing a bug to get someone on this.
