User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:9.0) Gecko/20100101 Firefox/9.0
Build ID: 20111109112850
Steps to reproduce:
I was surfing and came upon a web site that popped up a new instance of the browser but the new browser has no url bar or tabs bar or bookmarks bar.
Actual results:
see above.
Expected results:
This hasn't happened to me for some time. There used to be an item in the preferences that had some check boxes with labels such as "allow web site to change". Maybe this is a SeaMonkey option? It sure would be a nice item to have in Firefox.
Is there a way to limit this kind of behavior and/or recover from it?

Please provide a testcase (URL) - this is too vague to reproduce....
