Details
According to bug 43284 you should be able to use parts of different themes. But
this is not going to work as long as the different component skins refer to each
other e.g. assuming the stop image is chrome://global/skin/stop.gif which will
prevent me from applying a global only skin while keeping classic for the rest.

I don't see the wisdom in attempting to have all paths in all themes line up
exactly. Themes are inherently different, and even if we did try to put all the
files at the same URLs, it wouldn't result in a pretty picture when you get
modern theme fragments mixing with the classic theme.
The picture is now especially cloudly because I am about to check-in a major
re-organization of the Modern theme, but I will not be changing Classic (due to
objections from Ben).
