After an embarrassingly long time reloading https://tbpl-dev.allizom.org/cache/revision_info.txt I finally noticed that the second line, saying that the automatic updater last ran on Fri Nov 11 10:30:01 PST 2011, was telling me that no matter how hard I hit the refresh button it wasn't going to change.
