We can read the build version code off the phone and could potentially automatically turn off code that doesn't work with certain older OS versions.

We already do this on a small scale, in a number of places:

I'm not sure we need a generic "mechanism" for this - Android already has plenty of built-in ways for changing behavior based on OS or device capabilities, which we can use as needed.
if there are features that are on without support, its a bug, please file that.
