Opening Tilt then Highlighter adds a gray-ish veil on top and makes it readonly. This happens because both of the tools use selectedBrowser.parentNode for their content. While Tilt does not make very much sense to be used outside the Highlighter, it should be open only with it altogether. This means adding a button in the Highlighter toolbar and removing the item in the Developer Tools menu.

In the future, if we could open Tilt using a command in the web console, we should make sure the Highlighter is already open first, but a followup bug will be best for this.
