It would be good to have some tags product specific, so that when there are several products in CC, their meaning isn't muddied and confusing.  Some projects may want to have similar, but distinctly different tags.  Global tags (like we have now) would still be useful, however.

having product specific tags would also make the lists shorter and easier to navigate when on one product.

could the db have these fields:  id, tag name, product.  And if the product isn't set, then it's global?

tag management and creation: need to be able to choose to be specific to a product or not.  
When you create a tag as you're creating a test case, it's default to product specific.
to make it global, you must go to the tag management area.
