<repro steps>
Attach file with name containing a Shift-JIS lead byte in the range 0xed
through 0xfc to a mail message.
<result>
Attachment displays as questions marks in the message before sending and when
viewed from the received message.
Note:
Characters in the same range display as question marks when imported as an AB
from a text file.
This problem involves approximately 190 characters containing lead bytes ED
through FC at the end of the Shift-JIS code range.

Please try this. Save the attachment as a local file and open it by browser. Do
you still see the problem?
Also, please attach the original message with the attachment to this bug.

Attached .eml sample message with attachment and the sample attachment text
file separately.
Unable to open the attachment via the browser after saving as a local file
because of another bug. However, if the characters are used in the body of the
attachment, those characters display as question marks in the body of the
received mail message.

We do not support that range, those characters are not cross platform.
