One of the comments on bug 465 : Mozilla tries pasv and port commands. if one fails, the other is attempted.

benc@netscape.com: Why have you reopen this bug ? If my duping is wrong then mark this bug new (if possible)
The other bug was changed so it described the current problem: this does not work and will not work in the near future. That bug needs to be release noted and the discussion can focus on the present. This bug is for anyone that wants to add this feature, how to implement it, why it should be added, etc. Eventually someone in a firewalled environment will demand we add this feature.

This bug is invalid. mozilla only supports PASV. it does not support PORT. If it did, there would be a requirement to have some kind of preference.
