After applying a new theme, the "View" menu (and usually others) no longer
functions correctly.  The menu title will highlight, but no menu items will
appear.  This ONLY appears to happen in the window where "Apply Theme" was
selected.  (Does this have to do with the menu widgets being in use and/or the
themes being on a submenu?)  Previous existing windows and newly created windows
seem to work; only the one window gets confused.  The exact set of which menus
fail to work seems to be variable; could this be a race condition?

This bug exists in all of the following builds which I've tested:

     2001020806 (aka 2001020808)
     mozilla-0.8 (aka 2001021503)
     2001022521
     2001022705 (aka 2001022711)
     2001022805 (aka 2001022808)

I have NOT been able to reproduce this bug in the following builds:

     mozilla-0.7 (aka 2001010517)
     2001012310

I didn't have any midpoint builds between 1/23/2001 and 2/8/2001, but the bug
appears to have been introduced in that timeframe.

Reproducible: Always
Steps to Reproduce:
1. Apply a new theme in a Mozilla window.
2. Attempt to use that window's menus after the theme is changed.

Actual Results:  Some menus may work, but others (especially "View") will not.

Expected Results:  All menus should work properly after changing themes.
This bug is explicitly mentioned in the 0.8 release notes....  The menus that
don't work are the ones you had opened before changing themes.
