Background: https://wiki.mozilla.org/Features/Desktop/Add-on_hotfix Application update prefs A) "Automatically install updates" B) "Check for updates, but let me choose whether to install them" C) "Never check for updates" With the current patch in bug 694068, users who choose (B) do not get hotfixes at all. I heard some interesting arguments that they should get hotfixes silently, as if they had chosen (A): - "Some users have chosen (B) because they want to know about major updates that are more likely to break things, but are fine with minor updates (including hotfixes) being fully automatic." - "A hotfix could present its own UI" (although getting it localized on a short timeframe would be tricky). The straightforward way to honor their pref would be to prompt, like we do for normal app updates. I think that's the right thing to do.

I want Firefox to prompt in this case, because I don't want to scare users into choosing (C) and becoming less secure.
