Pages like http://tamu.edu/ draw so much that they flood paint events and prevent panning from proceeding in a timely fashion. We should be reordering and/or squashing paint events together.
Is this still the case now that we're squashing paint events?

Site still checkboards a lot on nightly, is it worth analyzing this site?
Checkerboarding is visibly improved if I turn off the display port margins while panning around this page. This would confirm that there's just a lot of heavy drawing on this page. It would be good to profile this page specifically to see where time is being spent.
