Steps to reproduce:
1. Open Fennec App
2. Tap on device Menu button > More > Preferences 
3. Enable Reformat text on zoom preference
4. Browse to news.google.com
5. Perform a zoom in action

Expected result:
After step 5, the zoomed in text is realigned and such as not to be displayed beyond the left&right screen edges.

Actual result:
After step 5, a simple zoom in is performed, without any text format changes.

The prefs list actually seems to be largely just not hooked up to anything real. In fact, many of the items listed should not be there at all. See the main "UX for prefs" bug for the real list of what should be there.
