For the developer preview Fligtar wants to kill the pretty Developer Hub landing page: https://apps-preview-dev.allizom.org/en-US/developers/

The following changes need to be made:

* https://apps-preview-dev.allizom.org/en-US/developers/ should redirect to https://apps-preview-dev.allizom.org/en-US/developers/apps
* Remove "Developer Hub" link from the auxillary "Tools" nav
* Always "Manage My Apps" link under "Tools" (even for users who have not yet submitted an app)

For breadcrumbs: I suppose the "My Apps" link can stay, but the "Developer Hub" breadcrumb should no longer be a link since it leads to the same page.
