I am not able to push to try with my level 1 access.  Does it take a while before the change is propagated?

Remember that the account you have to use is tvyas[at]mozilla[dot]com.
Have you followed the instructions on https://wiki.mozilla.org/ReleaseEngineering/TryServer#How_to_push_to_try ?
