We should be communicating status loudly and in multiple places. We already email release-drivers@mozilla.com for substantial steps (builds complete, all locales done, signed builds available, etc). Lets also send these things to (at least) the release-drivers channel. Buildbot has an IRC status plugin in the upstream source. We can probably use it as is, or modify it slightly to do what we want it to do.
