Steps to reproduce:

Dragged a tab, in a maximized window with tabs on top, and dropped it on itself at the edge of the display (i.e. the top) and then clicked at the edge of the display.


Actual results:

The tab detached into a new window as though I'd dropped it outside the browser.


Expected results:

The tab should have been focused since the drag and drop operation should have been a no-op.
It seems like this also happens if you drag and drop a tab (in a maximized window with tabs on top) on itself at the very top edge of the display. Which happens to be something I accidentally do rather frequently, much to my annoyance.
