708249 - Provide stable URLs for the Gecko SDK/XULRunner

Our automated build downloads xulrunner, to compile against.  The URL of old (and new) versions of xulrunner seems to change every few months, meaning we need to modify our build config.  A stable URL for download would be really useful.

In particular, whether we need to download from http://ftp.mozilla.org/pub/mozilla.org/xulrunner/releases/... or http://releases.mozilla.org/pub/mozilla.org/xulrunner/releases/... or http://archive.mozilla.org/pub/mozilla.org/xulrunner/releases/... seems to switch every now and then.

Even just publishing some policy about when we might need to change the URL we can use, or which URLs are stable, would be very useful.

You can use http://ftp.mozilla.org going forward, we recently removed the redirect from there to releases.mozilla.org recently.

Given this, and that the documentation at https://developer.mozilla.org/en/XULRunner points to http://ftp.mozilla.org, I think the URL has stabilized.
