steps to reproduce:
1. Load https://apps-preview-dev.allizom.org/en-US/firefox/users/login
2. Notice the user message about registration being closed.
3. Click the login button
4. Enter an email address not associated with BrowserID
5. When prompted to create a new account, go ahead and do so.

expected behavior:
New AMO account is not created on confirming the browserID account

actual behavior:
New AMO account is created on confirming the browserID account
This is becoz I have the override cookie set.
