Details

if there's page resizing activity in a background tab, the behavior affects any sites on the opened tab.   

For example, load up zippity and run the Tp.  watch as the extension loads and resizes pages as part of its test.   Launch a new content in the foreground, and you'll notice the content in front of you will start re-sizing each time a site loads in the background.

Edge case since it involves auto page loading in the background.  But if there's any background sites that may have self-refreshing content, it could affect behavior like this.

Repro:
1) Fennec 12-07-2011 Nightly, install zippity Tp test from http://people.mozilla.org/~mfinkle/addons/
2) goto test:harness and start the tests
3) as tests run, open a foreground tab with a site
4) verify the site loads, and self re-sizes

Actual:
- self-resizing content because of background pages loading

Expected:
- foreground content doesnt get affected by site behavior in background
