After purchasing (PayPal Sandbox) an Open Web Application [1], there is no invocation of the installation prompt (i.e, the |Add Shortcut|, |Launch After Install|). Thus there is no way to install the application.

To verify; switching back to the Dashboard and manually invoking a refresh (sync), does not display the newly purchased item.

I expected to be prompted to install the application after successfully purchasing it.

This probably is related to the other bug I just filed bug 708680.
