I know it makes everything feel faster because we're displaying content as soon as we get it, but displaying raw content before the CSS kicks in makes everything look weird and it all jumps around.  Might be better to show nothing until we can display properly styled content?

As I understand it, some patches landing any minute now help with this?

From a UX perspective, this issue (whether it's this bug or not) is much higher than a P5.
From checking a couple sites on Nightly and Aurora I don't think we are displaying unstyled css while drawing the page.
