how to set Assignee field can't be edited but report when enter a bug

Steps to reproduce:
I file a new bug as a reporter but I can enter anyname in Assignee filed .
I also like to knw how to delete a bug from the bugzilla system.
Actual results:
The assignee field can be change by anyone (any reporter)
Expected results:
I want to set the Assignee as defaults and report can't change it only pepole to fix the bug can change the name.
I made some bug test and I want to remove them. But I can't

This is a support question. See http://www.bugzilla.org/support for help. Also, it's intentional that unprivileged users cannot set the assignee themselves. Only power users can.
