This is really a few separate but related issues, though I expect anyone who'd fix one of these issues could fix all of them:

* The S/MIME icons waste too much vertical space. We end up losing approximately 1 line of
  text due to it. We should use the smaller icons instead (this is technically a mail
  issue, not mailnews, since it's defined in mail/themes/).
* Right-clicking the S/MIME icon opens the context menu for the header, then immediately
  closes it and opens the S/MIME dialog. It should probably just open the context menu.
* The S/MIME icons should have tooltips describing their status
* The S/MIME dialog should be a doorhanger (or more technically, a XUL <arrowbox>, like
  Larry in Firefox).
