Do not startup GL until we are ready to paint something
Currently we are starting up GL to paint the screenshot. However, much of the time now we don't have a screenshot. What this means is that we spend alot of time starting up GL and don't need to. In my timing on a Droid Pro, i see about a 200-300ms win (between onCreate and Gecko:Ready) if we avoid staring up GL early.
