I have:
script to retrieve files from cvs based on a patch
script to retrieve versioned files from cvs based on a patch

I need:
script to generate list of owners, reviewers and srs based on a patch.

accessing despot is acceptable.

Could you explain what you are asking for here in more detail?  What do your
scripts do?  What do you need?

cvsblame can tell you who touched lines / blocks of code (plus what their 
annotations said). It'd be nice to be able to cull through that information to 
find (a) people who know the code (b) people who r= for the code and (c) people 
who sr= in that code.

Occasionally it's helpful to be able to find out who the module owner is 
[despot can do this].
