To generate complete MARs for release l10n repacks we just export MOZ_MAKE_COMPLETE_MAR. There is no such easy way to generate partial MARs.

We'll need to retrieve the previous MAR, unpack it, unpack the current MAR and run tools/update-packaging/make_incremental_update.sh.
